Meeting of the Alliance for Multilateralism.

The Alliance for Multilateralism is a network of Foreign Ministers committed to promoting a law-based international order. The Alliance meeting on digital governance aims to foster the necessary dialogue between states, relevant international organizations, businesses, and civil society. The development of digital technology has a wide array of consequences in the economic and technological fields but also in the social and political fields. This meeting will highlight concrete initiatives.

Over the years, Global South countries have requested several reforms to the existing multilateral system, to no avail. South-South platforms have therefore developed and strengthened. However, our globalized world such as ours, Southern challenges are in fact global and shared. Launch of the OECD Observatory of Civic Space – Paris Peace Forum

Remarks by Angel Gurría OECD Secretary-General

"Chers membres du Panel, Mesdames et Messieurs,

C'est avec un très grand plaisir que je reviens cette année au Forum de Paris sur la Paix, avec lequel l’OCDE a établi un partenariat étroit. D’ailleurs, les projets que nous présentons lors de cette édition en témoignent.

Je souhaiterais tout d’abord remercier chaleureusement les organisateurs du Forum, qui nous permettent chaque année de nous rassembler et d’échanger sur les idées et les meilleures pratiques pour soutenir une croissance inclusive et durable, et consolider la paix et la stabilité internationale.

Ce Forum a été créé pour accélérer la réforme de la gouvernance internationale afin de mieux répondre aux défis mondiaux contemporains. Dans cette perspective, la France et l’OCDE sont des alliées. La solution à laquelle nous croyons, et pour laquelle nous travaillons chaque jour, est celle d’une gouvernance multilatérale et inclusive. Dans un monde intégré et interdépendant, on ne peut pas séparer nos réalités, on ne peut pas s’isoler dans une autodétermination artificielle. Au contraire, nous devons mélanger nos intelligences, nos solutions et nos efforts pour progresser ensemble!

Aujourd’hui nous avons besoin de politiques publiques co-élaborées avec les gouvernements nationaux et locaux, mais aussi avec les citoyens et la société civile : des politiques publiques plus inclusives et plus pertinentes. Il faut que chaque individu ait le droit de s’exprimer librement, de s’organiser et de se mobiliser. Cela requiert un espace civique fort et protégé.

Il est indéniable qu’aujourd’hui, nos ambitions se heurtent à une réalité alarmante. Selon l’association CIVICUS , cet espace civique est mis en péril dans 111 pays à travers le monde. Les citoyens sont trop souvent limités dans l’exercice de leurs libertés fondamentales malgré leur volonté de participer à la vie publique.

Nous observons trop de pratiques restrictives : que ce soit pour le financement des associations, l’accès à internet et aux réseaux sociaux, ou encore le droit de manifester. Puisque les citoyens ont souvent l’impression que leur voix ne compte pas, le résultat est là : seuls 43% des citoyens des pays membres de l’OCDE déclarent faire confiance à leur gouvernement.

Pourtant, selon l’Economist Intelligence Unit’s Democracy Index de 2018, même si l’espace civique est menacé, la participation politique s’améliore en moyenne. C’est même la seule catégorie de l'indice de 2018 à afficher des résultats positifs. Ceci nous prouve que les citoyens sont de plus en plus intéressés à jouer un rôle actif dans la vie publique de leurs pays, particulièrement avec l’importance grandissante des réseaux sociaux qui facilitent l’activisme citoyen.

Protéger, promouvoir, et renforcer cet espace civique et l’espace de dialogue est l’une des responsabilités principales des gouvernements et des organisations internationales. Et c’est précisément la raison pour laquelle l’OCDE est fière de lancer son Observatoire sur l’Espace Civique.

Through this Observatory, the OECD will collect data on governments’ role in establishing an environment where citizens actively participate in the design and implementation of public policies that meet their needs. On a regular basis, the Observatory will produce a Global Report on Civic Space that will highlight key trends and make recommendations to effectively promote and protect civic space, and support the implementation of the OECD Recommendation on Open Government.

In addition, the OECD will carry out Civic Space Scans, which will provide countries with a thorough assessment of their legal, institutional, policy and implementation frameworks, and how these favour or impede civic space.

Finally, the OECD Observatory of Civic Space will serve as a platform for stronger dialogue and exchange between key stakeholders of the civil society and governments. We will organise regular conferences and roundtables to take stock of international trends related to civic space and discuss the findings of the Global Report on Civic Space.

This initiative stems from a long tradition at the OECD of engaging with civil society across multiple policy areas, from responsible business conduct, to taxation and development assistance.

Distinguished guests, ladies and gentlemen,

“The health of a democratic society may be measured by the quality of functions performed by private citizens.” These words of Alexis de Tocqueville remind us of the critical role of each citizen, the crucial contribution of the people, and the strategic relevance of civic engagement in the construction of a nation.

This is why we decided to launch the OECD Observatory of Civic Space, an international platform that will facilitate an informed and evidence-driven discussion to promote and protect civic space.

I want to thank Open Society Foundations, Ford Foundation, and the government of Finland for their valuable support to this initiative.

Let’s keep working together to turn the civic space into a formidable engine of a more inclusive, more sustainable and a more democratic society, and to design, develop and deliver, better policies for better lives. Thank you."
