À l'occasion du 60ème anniversaire de sa signature, nous revenons sur la manière dont le traité a posé les bases de l'Europe et de sa réalisation, défendues par le Parlement européen.

Paris Peace Forum 2022!

For the fifth consecutive year, the Paris Peace Forum gathered the most important actors in global governance on 11 and 12 November. 

The 2022 event focused on "Riding out the multicrisis" and preventing a destructive world polarization that would jeopardize the collective efforts on many critical challenges for humanity. This year, the Forum returned under one roof in a beautiful new venue, the Palais Brongniart, gathering those from around the globe to participate in Paris once again.

Pour la cinquième année consécutive, le Forum de Paris sur la Paix a réuni les 11 et 12 novembre les acteurs les plus importants de la gouvernance mondiale.

L'événement de 2022 s'est concentré sur "Surmonter la multicrise" et prévenir une polarisation mondiale destructrice qui mettrait en péril les efforts collectifs sur de nombreux défis critiques pour l'humanité. Cette année, le Forum est revenu sous un même toit dans un nouveau lieu magnifique, le Palais Brongniart, rassemblant ceux du monde entier pour participer à nouveau à Paris.

Universalism in the face of war .
The war in Ukraine is jolting the foundations of our multilateral system. It opens a breach in the post-World War II peace and security architecture based on rules common to all countries. The very notion of universalism is being put to test by a growing skepticism as to agreeing on shared principles and values, making the world more chaotic and international cooperation on major global issues more difficult. This geopolitical divide is coming after a pandemic that has considerably increased global inequalities. A new dialogue between the continents is needed. It should be based on recognizing differences in a multipolar world while deepening the authority of international law and guaranteeing the foundations of peace. This high-level session between key global leaders and thinkers from the global North and the global South will forge this new dialogue. It will be an opportunity to confront visions on the meaning of this war in a forthright way, and to open up new paths on which we can hope to build a more peaceful and cooperative future.

Dans plusieurs pays du monde, ces dernières années ont été marquées par une polarisation de l'échiquier politique et par une augmentation du recours à la force, des coups d'État militaires et des conflits. L'attaque illégale contre l'Ukraine a été un moment charnière à cet égard. Toutes ces tensions, ajoutées à un contexte économique instable, mettent à mal la démocratie et les libertés civiques. Cette tendance inquiétante est également un test révélateur pour l'architecture mondiale et les organisations internationales qui ont été conçues pour garantir les droits et la sécurité des personnes et pour faire respecter les normes démocratiques, mais qui s'avèrent souvent inadéquates ou incapables de faire face aux situations d'urgence. Cette session explorera les solutions permettant de maintenir et d'améliorer la protection de l'espace civique et des droits de la société civile au niveau mondial, condition préalable à la bonne gouvernance et à la croissance inclusive, dans un contexte de montée de l'autoritarisme et de la fragmentation.

Food Security for Peace.
This session is co-organized with the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ)

Food insecurity has reached staggering levels – with projections possibly rising to 323 million people by the end of 2022. Multiple crises have compounded this trend: besides climate change and Covid-19, the main driver remains conflict and fragility. The pressure of the Russian invasion in Ukraine on food prices and availability has exacerbated existing food crises, causing a global spike in acute hunger. Addressing food insecurity in this context requires a holistic and integrated food systems approach, while focusing on the needs of vulnerable populations. This session examines current practice and makes recommendations for better integrated programming to food insecurity in fragile contexts that contribute to peace. What type of programming is needed? What are opportunities and risks of incorporating peacebuilding into food security programs? And how can this approach be applied and scaled-up in the current responses to the global food crisis which are often “conflict blind”?


As the world is facing multiple crises, the Covid-19 pandemic is still ongoing, and other health concerns are emerging. Nonetheless, health security seems to have been deprioritized on the international agenda. Global South distrust resulting from the inequity of the pandemic response remains, and efforts to improve pandemic preparedness have so far not had concrete effects. In this context, ongoing reforms to global health architecture including the pandemic instrument and the fund for pandemic preparedness, are critical to move towards more resilient and inclusive global health governance. This session will aim to drive renewed political leadership towards these developments in a way that brings them together, considering complementary initiatives as well. 

Alors que le monde fait face à de multiples crises, la pandémie de Covid-19 est toujours en cours et d'autres problèmes de santé émergent. Néanmoins, la sécurité sanitaire semble avoir été dépriorisée dans l'agenda international. La méfiance des pays du Sud résultant de l'iniquité de la réponse à la pandémie demeure, et les efforts pour améliorer la préparation à la pandémie n'ont jusqu'à présent pas eu d'effets concrets.

Dans ce contexte, les réformes en cours de l'architecture mondiale de la santé, y compris l'instrument de lutte contre la pandémie et le fonds de préparation à la pandémie, sont essentielles pour évoluer vers une gouvernance mondiale de la santé plus résiliente et inclusive. Cette session visera à stimuler un leadership politique renouvelé vers ces développements d'une manière qui les rassemble, en tenant compte également des initiatives complémentaires.

During and after violent conflict or authoritarian rule, in which widespread violations of IHL and human rights occur, traumatic experiences of survivors are often not addressed due a lack of mental health support capacities and due to cultural barriers. As a consequence, individuals, families, communities, and entire societies suffer continued and intergenerational trauma. Providing mental health and psychosocial support (MHPSS) is, therefore, a critical element of a comprehensive transitional justice approach. 
The roundtable will reflect the interdisciplinarity of the topic, bringing together transitional justice practitioners who use MHPSS in their work, artists that use art as a form of trauma therapy in their work with victims of mass atrocities, mental health practitioners who work in conflict and post-conflict settings, and academics who work on the links between peacebuilding/transitional justice and MHPSS. 


Le Forum de Paris sur la paix accueille le lancement du Children Online Protection Lab, un nouveau partenariat multipartite qui identifiera, évaluera et développera des protocoles et des solutions concrètes permettant aux enfants d'utiliser les outils numériques en toute sécurité et à l’abri des abus. Cette initiative est le résultat d'une large consultation des plateformes numériques et de la société civile, qui joueront un rôle majeur dans sa mise en œuvre. Après le lancement officiel autour du Président Macron à la veille du Forum de Paris sur la Paix, cette session de haut niveau réunira les acteurs clés de cette initiative pour présenter ses objectifs et dévoiler les premières solutions concrètes.
